Leads the central Logistics engineering team in the development, oversight, and assurance of integrity, maintenance and reliability programs and standards working with the respective stakeholders that execute the programs in their operating regions. Position is responsible for a team that supports all of Tesoro Logistics businesses including gas, oil and water gathering systems and pipelines, terminal assets, natural gas processing, natural gas compression, tankage, oil pumping and associated measurement facilities. The team also supports integrity for rail and trucking assets as needed. The position includes governance of relevant discipline Functional Expert Teams (FETs), Defect Elimination Teams (DETs) and Subject Matter Experts (SMEs) that provide technical support to the operating regions for integrity, maintenance or reliability related issues and technical support needed for equipment or materials of construction specifications.
: Has the overall responsibility of directing a team that works with the respective regions to develop integrity, maintenance and reliability programs across Tesoro Logistics and assuring consistency in implementation of these programs. Manages key direct reports in areas of corrosion control, tank inspection and repair, asset integrity, asset maintenance and reliability and technical engineering support (SMEs). Directs a team that works with the respective regions to evaluate integrity/reliability risks and opportunities and determine future organizational and program needs as assets are added to the Tesoro Logistics portfolio.
: Continued oversight of the Tesoro Logistics Integrity Management Plan (IMP) for all company operations.
: Direct a team that works with the respective regions integrity, maintenance and reliability groups to identify appropriate preventative and mitigative actions for Tesoro Logistics assets related to integrity, maintenance and reliability, help select the appropriate maintenance and inspection methods or programs to be applied, assure common format for documenting the results of inspections and tests, supports the regions to determine appropriate remediation and repairs, utilize the teams SMEs as a resource to the regions when analyzing failures.
: Provide SME support and participate in DOT inspections or audits on an as:needed basis, assure that the Tesoro Logistics IMP is appropriately applied to maintain compliance with DOT regulations.
: Oversees staffing and development of the integrity, maintenance and reliability engineering team, makes requests to upper management for allocation of resources when needed to meet program requirements and deadlines.
: Supports the regions on budget development related to regulatory requirements and Tesoro Logistics integrity, maintenance and reliability programs. Has the responsibility to assure regional compliance with regulatory requirements and Tesoro Logistics programs related to integrity, maintenance and reliability.
: Oversee the successful utilization of technical FETs and DETs to drive continuous improvement.
: Direct SME activity in the support of acquisition and/or MLP dropdown due diligence activities as needed.
EDUCATION and Experience:
: Minimum Bachelors Degree in engineering (i.e. mechanical, chemical) required.
: Minimum of 15 years related to pipeline, tank and rotating equipment integrity, maintenance and reliability in the oil and gas sector.
: Management experience with a major oil and gas or transmission company required. Transmission or mid:stream operational experience preferred.
: Familiarity with high pressure pipeline hydraulics, industry codes and regulations, in:line inspection technology, tank inspection and repair, natural gas processing and compression, rotating equipment, corrosion control systems preferred.
