Job Summary:
Provide high:level financial consulting, analytical support, and financial assessment to Air Force Surgeon General Office/SG8Y, Defense Heath Headquarters (DHHQ), Arlington Virginia and AFMOA Medical Support Operations Directorate (SGA)/Resource Management Division (SGAR), San Antonio, Texas. This position will work independently on many projects, and/or may lead a team to provide sound process improvements for system wide solutions. Multiple projects may be worked concurrently (remotely or on site) with defined deliverables and timelines and may include training to Government staff on the use of legacy financial/contract management systems and supporting processes.

Principal Duties and Responsibilities include:
:Provide competent, timely and accurate Financial Analysis Consultation support to SG8Y in the successful execution of OAC 15 (on:site and/or remotely). Advise AFMS leadership regarding new operating procedures for consideration by the Government.

:Identify and enhance forecasting of financial requirements and analyze budget execution for all DHP commodities by Budget Activity Group (BAG), Program Element Codes (PEC), and Element of Expense Investment Codes (EEIC). Duties include the capture and retrieval of data, tracking of metrics and trends, and data validation.

:Develop recommendations for procedural changes that affect financial expenditures for all levels of an activity; to include identifying potential material weaknesses in the financial program.

:Conduct analyses, reviews, and special studies of budget and funds execution, and evaluate their impact on program plans and current and prior year funding. Identify under and over execution by commodity to include contracts for current and prior fiscal years.

:Attend and participate in various team, workgroup and branch meetings.
:Issue and control all Air Force (AF) Defense Health Program (DHP) appropriations across all AF MAJCOMS MTFs via the Program Budget Accounting System (PBAS).
:Provide accounting support, including financial and cost analysis, in support of AFMS financial statements, audit readiness, and individual compliancy efforts.
:Prepare, coordinate, and support Planning and Programming across the AFMS to determine better ways to support mission requirements given system constraints.
:Develop, implement, and articulate strategies to support all programming actions such as the Program Objective Memorandum (POM), Future Years Defense Plan (FYDP) management, etc.
:Interact with AFMS staff at all levels to understand their requirements and develop strategies to support and prioritize those requirements.

Desired Minimum Qualifications
Education and Experience:
Minimum Masters Degree in Accounting, Health Care Administration, Business Administration, Public Administration, or other business related field or six (6) year equivalent experience.
Minimum of six (6) years experience in AFMS financial systems and processes.
Minimum of six (6) years experience with specific DHP issues, accounting processes, commodities, budgetary processes, third party reimbursement program, POM, and manpower documents.
Minimum of six (6) years experience with CRIS, to include creating DHP specific queries, data extraction, data import/export, and information analysis
Minimum of six (6) years experience with ABSS to include form processing, data extraction, and information analysis.
Minimum of six (6) years experience working with the AFMS medical organization structure, clinical missions, programs and requirements to study and analyze procedures related to the provision of medical care, staffing requirements, and link to financial operations.
Minimum of six (6) years experience in performing comprehensive analysis of commodities executed within the AFMS to include the systems used to extract data, methodology used, and how to display in the BER.
