Salary : Commensurate with experience Pay Basis : Monthly Job/NOV Number : 10144 Security Sensitive Position : No Primary Duties: In coordination with Fort Sam Houston Alcohol & Drug Control Officer (ADCO), plans curricula and implements the Fort Sam Houston Joint Base/Army Substance Abuse Program (ASAP) prevention training program for active duty military, civilian employees, family members and other community members. Delivers classes to all requesting on-post organizations and active duty Army units located within Joint Base San Antonio. Classes may be delivered to off-post or tenet organizations on a case-by-case basis.Develops, coordinates and delivers a continuing training program for Unit Prevention Leaders(UPL), providing on-going technical guidance o the ASAP area of instruction. Monitors and inspects service member education delivered by UPLs to ensure technical competency in the subject matter areas of alcohol and drug abuse. Utilizes civilian and military education resources in developing training curricula.Responsible for delivering Alcohol and Drug Abuse Prevention Training (ADAPT) classes to ASAP clients, two Saturdays/month. Coordinates with and assists the Employee Assistance Program (EAP) Coordinator in the development and update of ASAP training curricula for civilian supervisors and employees. Delivers substance abuse prevention education, ASAP overview training, or New Employee Orientation (NEO) briefs to civilian supervisors and employees, as needed to assist the EAPC.Coordinates with installation units to ensure all Army military personnel and civilian employeesare provided substance abuse prevention education services (an annual minimum of 4 hours formilitary personnel and 2 hours for civilian employees). Manages training rosters for accountability and works with UPLs to ensure UPLs are appropriately documenting and trackingrequired training. Designs, develops and implements targeted group focused substance abuseprevention programs. Designs special courses in response to identified ASAP trends and needsof the installation.Coordinates with other installation service organizations such as the Public Health Nurse, Military & Family Readiness Center, and/or Wellness Center and provides prevention education to community members in a holistic training environment. Designs, develops and implementstargeted group focused substance abuse prevention programs for community members referredfor substance abuse prevention education in partnership with or referred from other installationservice organizations.Participates in developing and conducting public/community awareness programs. Promotessubstance abuse education and training activities through comprehensive marketing,networking, and consulting strategies. Primary campaigns include, but are not limited to, RedRibbon Campaign and 3-D Campaign.Assesses local needs for educational literature and audio-visual materials to be purchased.Reviews materials available and makes recommendations for additional materials. Maintains areference library within ASAP in support of the prevention and rehabilitation efforts.Serves as the Subject Matter Expert (SME) and represents the JB/ASAP at community healthpromotion, resiliency, and/or wellness councils and meetings. Represents the installation atdesignated military and civilian community functions. Keeps abreast of local and national alcohol and drug abuse trends. Prepares items for release to the news media/public affairs; bulletins; fliers; newsletters, etc., including audio and video presentations. Occasional Duties: Required Education and Experience: Required Education: Bachelors degree in Family Life Sciences, Social Work or related fields. Substance abuse training. Courses for computer competency.Required Experience: Two years successful professional experience related to the responsibilities of the position.Required Special Knowledge, Abilities, and Skills:Strong service ethic and desire to work with all audiences, regardless of socioeconomic level, race, color, sex, religion, disability or national origin.Understand the program development process. Understand the learning process for adults.Ability to communicate effectively.Demonstrated ability to apply knowledge to solutions of problems. Preferred Education and Experience: Preferred Education: Masters degreePreferred Experience: Familiarity with the program development process desirable. Demonstrated ability to work with people, communicate effectively, cooperate as a team member, utilize a wide variety of effective and innovative teaching methods, and respond positively to policy, administration and supervision.Preferred Special Knowledge, Abilities, and Skills:Interest in and/or familiarity with military life.
