Summary
The Facility Program Manager is responsible for overseeing project operations through subordinate supervisory and management personnel and promoting the development of new business in the areas of Base Operations and Facility Support Services (NAICS Code 561210). The ideal candidate will function as the principal interface with Contracting Officers and Representatives, as well as senior management and officials on existing contracts. He/She will be responsible for customer satisfaction in the areas of safety, productivity, quality, and efficiency to meet or exceed the standards of the contracts. They will also provide subject matter expertise in the functional area described above and participate as a corporate interface for identification and development of new business by providing capture activities and direct proposal support.
Essential Duties and Responsibilities
:
Ensures the overall strategic direction, leadership, and management is carried out for existing contracts.
:
Responsible for ensuring compliance with contract requirements, and applicable federal and state labor laws through the use of personnel, processes, and procedures.
:
Initiates, directs, and monitors the performance of contracts and staff and their departments to ensure customer facilities are operated and maintained safely, cost effectively, efficiently, and in optimum condition.
:
Provides subject matter expertise in the development of the concept of operations to include project organization and staffing.
:
Assists in the development of the Basis of Estimate (BOE) for staffing, equipment, and material pricing.
:
Identify and evaluate new opportunities, customers, and teaming partners; maintain effective relationships with existing and new customers and teaming partners
:
Ensures that contract requirements and deliverables have been executed at a level that meets or exceeds the stated standards.
:
Instills a culture of rigorous compliance with quality, safety, and environmental requirements through well documented and communicated programs that are integrated into each work plan.
:
Communicates performance objectives, including contract requirements, productivity improvements, customer goals, and applicable standards, codes and regulations to the project staff.
:
Communicates with corporate and business development personnel to provide reports and updates as required or requested. Requests corporate liaison and resources as required to strengthen and enhance performance.
:
Participates in the preparation of information, marketing material and proposals for new work, including, but not limited to, SME writing assignments, additions, deletions, and contract modifications.
:
Resolves problems and or conflicts and maintains regular and open communication with corporate management and customers.
:
Assimilates management information and contract reports detailing overall activities.
:
Ensures corporate compliance with all company policies and procedures, adhering to company standards for management development, training, safety, security, quality control, environmental compliance, and industrial relations.

Minimum Qualifications
:
Bachelors degree in a technical discipline or business administration (can be substituted by experience in government contracting and/or base operations support.
:
10 years of military or civilian experience in base operations or facilities support in the management or supervision of facilities maintenance, operations, or support services.
